The Clerk-Treasurer is the fiscal officer of the Town.  In addition to maintaining financial records, keeping minutes and all other records, the Clerk-Treasurer of a small community will also be responsible for correspondence and answering questions about everything and directing inquiries to the right people.

Frequently, the Clerk-Treasurer is purchasing agent, election officer, payroll agent, budget officer, insurance administrator and personnel director.  Duties may also include administering oaths, solemnizing marriages and operating the traffic violations bureau.

In Indiana , all Clerk-Treasurer’s are elected for a four year term of office.  Specific duties are defined by the Indiana Code, Municipal Code of Ordinances, directives of the municipal governing body, within the law, and, to some extent the individual skills and capabilities of the office-holder.  The Clerk-Treasurer has broad powers to hire and supervise employees and oversee the operation of the municipal budget.  The ranking status of Clerk-Treasurer is on an equal level with the Council.  The only area in which the Clerk-Treasurer does not have complete authority is setting wages and final approval of budgets.  The Clerk-Treasurer may be called upon to break tie votes at Town Council meetings.

The Clerk-Treasurer is the Chief Financial Officer for the municipal government.  No other elected municipal duties are as specifically defined by law as the duties of the Clerk-Treasurer.  This person is responsible for the overall collection and disbursement of funds, the administration of the accounting system, the signing of checks or warrants, the preparation of periodic reports to Council, and will serve as the investment coordinator for your municipal treasury.  The Clerk-Treasurer is secretary to the Council, (and often other boards and committees), custodian of municipal records, issuer of licenses and sometimes is a local historian and assists with business and economic development
